I send pdf files down stream useres of the data. They view the files in viewer and then switch to edit mode to copy clip the data from the file into their databases. Is there a way for them to open my PDF files in edit mode as a default?

If your downstream users are using Adobe Reader, they will not be able to edit the files.
Even if they were opening the files in Acrobat, there is no way to open them in edit mode. They'd have to first click on the Edit tool.

The users don't need the edit mode to copy data.
